Hiruzen couldn't beat Madara or Hashirama.. Insane Mokuton skills, insane regeneration jutsu, insane brutal strenght, insane speend and everything first had.. It was said not so long ago that " I fear that no one but deceased first hokage could defeat madara " so by that it said that those two are the strongest which leaves Hiruzen not the strongest. I REALLY Agree with you by saying Minato is weaker then Hiruzen but.. Tobirama and Hashirama were really alot stronger than Sarutobi.. As sad as it may sound its true, third admited itself that Tobirama was beast.. And for the Sarutobi vs 1 ar 2 hokages.. Back then Edo tensei wasn't so perfect, so 1st and 2nd couldn't fight with their full power Anyway dude just admit it Hiruzen would loose 1v1 fight to both 1st and 2nd hokages.

and if kishi was going to follow the myth with enma - aka the monkey king, then enma would have- water release. wind release and his very own kkg- cloud release , which according to the myth , he got from combining both

We haven't seen what Hashirama fully can't do, nor Tobirama nor Hiruzen in his Prime. The "interview" where Kishi said Minato and Hiruzen were the strongest Hokages or something like that was false.
Aslong as we never seen them we can't say anything, then it's all pure guessing. I'm going with Hashirama because of the latest hype he's been getting from Kabuto.Hiruzen is never even mentioned by Kabuto nor Madara.

Why FTG is useless vs Hiruzen:
Minato needs to put seals on things. Tobi had no knowledge of this. Hiruzen did have knowledge of this, he wouldn't be dumb enough to go near a seal. Minato has to throw his Kunai if he wants to do FTG v2; easily countered by Hiruzen shadow clone shuriken.

I gave Minato the benefit of the doubt when it came to Tobirama Senju because we know little about his abilities but i'm sure there are some people who'd argue he could defeat Minato.
Anyway, I was just clearing that up because some people were a little confused, especially when it came to Minato U_U

I think the hard part is that we never really heard of the 3rd fighting an epic battle during his prime. Now, we're extrapolating that he's ultra powerful because when he was older he was able to hold his own against Edo Hashirama, Edo Tobirama and Orochimaru. But when the 4th was around Hiruzen wasn't an old man and he had a hell of a time with the Kyuubi, kind of unusual for being so ultra-powerful and having all those jutsu at his disposal.
I think it's a pretty good list considering what little we know of the hokages. I consider Minato to have the highest potential though, and over all usefulness (possibly behind Hashirama) for all he's done at such a young age. I mean, the man started the whole Rasengan trend, and created other amazing jutsu like the Reaper Death Seal while excelling in S/T jutsu. He could have very well learned SM at one point if he didn't already.

I just watched the madara and first hokage fight at the valley of the end, and without a doubt the first was the strongest. He defeated madara and the nine tail fox at the same time, he was able to use Mokuton and control tree limbs like they were his hands and legs, using them to block, attack, and even hold weapons. The first is so far above the rest, that's it's not even fair to compare the others to him, he was on a whole different level.

i feel like tobirama gets a bad wrap because he was ganked by 20 elite kumogakure jounin and apparently the masses feel thats unbecoming of a hokage. he invented edo tensei, was rumored to be skilled with s/t, probably unsurpassed with water jusu, coupled with his lightning sword, and had amazing sensory skills, on top of a bunch of other things we just dont know about him, i agree with your assessment but its a shame we will probably never know more about tobirama, kishi trolled him into obscurity U_U

This is the most amazing feat. Killing 50 men in a blink of an eye. If we were to get the average time for Minato to kill a shinobi then it's around 6-8 millisecond.. Remember that FTG can't kill. It will just send him to where he wants to go. How can he kill a single shinobi in just 6-8 millisecond? Isn't this amazing? The speed our mind can think is about 200-300 millisecond. How come the 50th shinobi or the last one Minato killed was not able to defend himself? Here is my explanation:
The average time for Minato to kill a single shinobi was 6-8 millisecond. It means that the 50th person was able to think what happened after Minato killed 30. It will only take 120-160 millisecond for Minato to kill the remaining 20. Since our mind can think as fast as 200-300 millisecond then the 50th person was not able to counter the attack after realizing what happened.
To create a jutsu= mind( to think what jutsu to use) + molding of chakra + handseals. Can someone create a very fast jutsu below 120-160 millisecond? This is 120-160/1000 of a second.
Why can't you consider this a great feat? No one can do this even BM naruto. If BM naruto can move as fast as Minato, can he kill an opponent as fast as Minato? Do you think Hashirama or Hiruzen can actually counter this kind of speed?

Lastly, Minato defeating Tobi using rasengan. Rasengan is not known to be a fast jutsu yet Minato was able to use it to hit Tobi. What a feat!!
