J-man is the best simply because he is the strongest of all the ninja. He deserves to be hoekage, because he can beat any hoekage is any region. He can beat the sage of 6 paths and both of his sons. He can even beat Echego, and any DBZ character in any form. He will be the victer of any battle.

1. Jariya vs. 1st Hoekage- Jariya wins obviously because he is jariya.

2. Jariya vs. Edo Madara- Jariya shits on him in sage mode

3. Jariya vs. every character from any show ever made- Jariya wins even without sage mode.
