Lee, easily. When Neji was a Chuunin, he could have. If they choose to develop their skills and become well-rounded, they can easily block and dodge simple hand-to-hand combat techniques from an already tired opponent.
I'll give Naruto.....a Low-Mid Jonin-Level base. He isn't as good as Kakashi or Gai.
As for the Kakuzu argument.....Kakuzu was not only tired by this point, but his attention was also split amongst Kakashi and Yamato, the more obvious threats-- As well as Naruto. If Naruto was a Jonin-Level Nin, he should be able to stand toe-to-toe with Kakuzu, atleast for a little while with Shikamaru's help. Even with Shikamaru and Naruto vs Kakuzu, they wouldn't have a chance of lasting as long as Kakashi did alone; Naruto had only one way to fight Kakuzu at any point, including when he had the masks out.....All or nothing. Kill him quickly or it's over and he's going to take Kurama from me. I'll put him on....Aoba's level. That's a good spot I think.
Naruto was in SM when he swooped Sakura.
It's not like I'm downgrading him, I'm just not upgrading him either. He isn't particularly intelligent in the manner of analyzing the battle, but he does use Kage Bunshin EXTREMELY WELL. He has good stamina as well. His taijutsu, ninjutsu, and genjutsu are all lacking in his base, and he has bad speed which makes his ONLY ninjutsu, the Rasengan and it's variants, next to useless. Again, I'm not saying he's bad, I'm just saying he isn't GREAT outside of SM, KCM, and BM. He obtained these techniques for a reason, and that's why he uses them.
When I say lacking, I mean lacking. He can't be considered an S-Jounin while only being able to dodge taijutsu attacks from Tendo. Sorry, dodging isn't winning, it's losing.
As for Ninjutsu, he specializes in close range. He neither has the speed to close the gap nor does he have the strength to make them honor it. Not to mention he can't toss that nasty Shuriken of his outside of SM/KCM/BM. Also, it's not like he has the speed to hit people with it. I already explained my reasoning for the Kakuzu outcome, I'm not open for discussion on that one; So don't bring it up.
Genjutsu he just fails; No explanation needed.
Overall, it's not as if he's bad, he is simply MEDIOCRE. Hence Aoba's rank. Not Anbu Leader material by any means like Kakashi or Gai, but certainly not horrid like Ebisu. He is certainly incomplete in his skillset. Too many holes for me to comfortably say he's Elite. Hope this clears things up a little. I'll be revising my post with some minor changes because I'm too tired to think clearly. Come back at a later time and check it if you value my opinion.
