Just a note; this jutsu isn't concentrated like lasers are; it's very erratic and wide, thus allowing it to mix with water as best it can. However, that was fine.

Advantages to the technique:This technique helps or is very useful in attacking several opponents take multiple busnhin this is because it has the power to be slitted into multiple tendrils and attack from different corner,it also might give the element of surprise as aside from lightning jutsu like chidori which requires you to have contact with the opponent this allowed you to avoid that and attack from a long and ok distance.
Disadvantages to the technique:As all techniques which are lightning they have a general weakness to wind so the bolts which are sent through the flow can be countered by gust of wind blowing them away,for individuals or taijutsu user who are more common with short combat and jutsu usage this will be a huge disadvantage for them as the jutsu can only be performed done or carried out in the distance of mid to long.
Potential Strategies:It will work where in a water friendly battle terrain as the bolts can be passed through the water to make it a combo thus amplifying both singles attacks and make this justu stronger.
How the technique is preformed (in detail):The user focuses on their raiton chakra for long periods of time ,they then distribute it across their body giving or sharing it equally to all parts he then channels chakra to his palms and after doing this slams his palms on the ground which release a stream of electricity or lightning/raiton

Haha, excellent! ^_^ You brought up the part about it being a good anti-bunshin tool, which I was going to mention if you didn't.
Your disadvantages are a tad off, though: it CAN strike in short range, as it originates from you; however, the farther you allow it to go, the more the tendrils can spread out over an area, and strike more widespreadly.

I focus on my raiton chakra for a large period of time channeling it across my body and distributing it equally to parts,i then focus and concentrate it mostly on my palms after this i slam my palms on the ground releasing streams of lightning which i aim at the tree.

Disadvantages to the technique:The user is more open to attack as when he draws the lightning chakra from the sky he is UN protected and not dodging against attack this proves he has a higher chance of being hit before doing the and performing the required hand seals pertaining to the lightning element and actually performing the jutsu.

...this actually can be used in short and long range...Normally, I wouldn't let the answers you just gave me slide, but because of the way this jutsu works, I will.
This is a very odd jutsu as far as the RP is concerned, as to how it works, and both variants of it are already correct.
One version thinks that you project chakra underneath your opponent, and then convert it to water, creating a mass of water underneath the opponent. Then, you change some of the chakra within that water to electricity, electrocuting the opponent.
Another says that you use the chakra found in a previously used Suiton technique, and convert it to electricity.
For training purposes, we'll be preforming the first variant. Give it a shot.
I focus on my chakra channeling it equally in my body and distributing it to all parts i then project my chakra underneath my enemy,target or opponent and convert it to water creating a large water source then i change some of the chakra in the water to lightning to electrocute my opponent.

Advantages to the technique:A very easy technique and one which i will ot explain much on because it is very straight forward.This move by ranke a shinobi Naruto the Movie 2: Legend of the Stone of Gelel he this jutsu is similar to that o darui which has laser beams and can be used as a quick offensive counter or move it can also be done in mid and short ranges .
Disadvantages to the technique:It can be coutered easily by the sharigan whch we read the user movement and dodge the lightning it can also be overpwered by c or b rank fuiton attacks and it can not be done in long ranges also its attack damages seems to only be to toss and break apart rocks or little objects making it not that useful unlike kirin which is said is strong to take out a mountain and is undogeable.
Potential Strategies:It can be used in conjunction with suiton attacks to electrocute water and power the attack this works because water is a conductor of electricity and serves of a some what catalyst as it speed or strength each elements attacks.
How the techniques is performed:The user does the monkey had seals and another unknown hand seals and focuses his raiton chakra channeling across his body he then focuses it on his palms shooting out the chakra as electricity in the form of electric currents

Very nice. This is also a useful technique because it can be used as a weapon if you so wish, and retains it's electrical properties.
Now, demonstrate, please, in detail.
I focus on my lightning chakra and channel it across my body distributing it to all parts equally i then do the monkey hand seal and concentrate my lightning chakra into my palm and shooting out in forms of electricity or laser i direct it at a small earth rock near me breaking it

Your disadvantages aren't really disadvantages. ._. It's just basic knowledge that's common for the Raiton element.
But, this technique doesn't have any really obvious disadvantages - it's a very good technique, other than the string of handseals needed.
It's essentially a lightning variant of Hurricane Fist or Destruction Torrent, other than the fact it requires handseals; and thus, is good when used in conjunction with them, as it moves very quickly, as shown, and has ample strength.
Alright, now, preform the technique, using detail in describing the steps of actually using it.
