I finally got the hand of it. I then start to gather my water chakra through my body. I then preform the LONG set of handseals that take about 30secs. Once i do that. i then form a huge water dragon from the water by using shape manipulation and having it attack my clone*

By time i get to the 10th seal i have a feeling i would be dead. But if you trap your opponent you could use this.

I start by gathering my water chakra all throughout my body. making it move at a swift and wet pace through my chakra stream. once i gathered enough water chakra i then channel all of it to my throat. I then rotate that water while its in my mouth and spit it out as a huge rotating water bullet towards a tree detroying it

Of course this jutsu can be used in quite some situations. The one I was looking for was to extinguish fire, which you mentioned, so you're all good xd.
Since this jutsu is short to long range it is a quite useful jutsu to both attack and defend, beside that it leaves a huge area soaked which you can also use to fight fire, but also for your next attack. If you were to use a lightning attack after this jutsu the lightning would follow the water and thus gets extended over a longer range. Opponents often forget they are standing in the water or are soaked, so they could easily be electrocuted after this jutsu.
