I though about that it being "that jutsu" but i did some research and i found some other translation(i can't remember where) for it calls it "that power" and if you reread that chapter where J-Man tells him not to use it. It makes perfect since.
I was one of the high hopefuls that wished naruto had learned a massive Jutsu in his 2.5 years with J-man... But The whole thing of "don't use that power" makes sense because of the 4 tail coming out and Naruto transforms to Mini Kyuubi...
He might be or he might, but a few things are for certain the jutsu we see him working on is not the Rasenshriken cause the Rasenshriken makes a huge creator and the image we see is of a slice. So this could be what he is taking about because Sage mode gives him a large amount of power to perform this jutsu without going into fox mode(and naruto wants to save everyone with his own power, so thats why he doesn;t like fox mode that much now)
