A has speed and strength even without his armour, his armour only enhances what is already there. He broke the table with his bare hand at the kage summit and he puched the wall down too when he left to fight sasuke.
We also saw him WALK through a wall at the raikage tower and he punched the cealing/floor to smitherines when C told him sasuke was beneath them, and this was all done WITHOUT his armour, A is insanely strong and durable even without his armour, he even withstood Mabui's heavenly transfer tech without his armour, don't underestimate his strength, there is ABSOLUTELYNO WAY that 3 gates Guy would beat A even without his armour, Kisame SURVIVED and was still WILLING and ABLE to fight even after getting a direct hit from 7 GATE GUY's STRONGEST attack, raikage who is has shown even more strength and durability feats would pawn GUY at full strength even without his armour simply because guy has nothing to harm him with, if he can't even kill a less durable and less strong kisame with his strongest tech.
Anyway getting back on topic, it wouldn't matter if samehada can absorb his armour, Karin, a SENSOR type, arguably the best sensor in the series confirmed that A has BIJUU level chakra reserves, he could probably pull the armour off at least two more times after the first time it was removed by samehada, and by the second time he would have figured out that seperating kisame and samehada is key to victory.
The raikage could win if he is able to seperate kisame and samehada, that is THE ONLY way to beat him, otherwise he is technically invincible, kishi made things convenient for Guy by having samehada betray Kisame in the manga, just like he made things convenient for naruto by having kakuzu lose some of his hearts to team 10 and kakashi, or the fact that kakuzu misteriously forgot that he still had three hearts left to use against naruto and his clones, or how he had deva path unavailable for pain until much later in the battle, or how the other paths MISTERIOUSLY did not see naruto's attack on asura path even though they had a clear line of view (shared vision should have seen naruto from where they were standing, even saskura noticed his arrival from FAR away.
Anyway kisame + samehada = invincible, raikage loses unless he seperates him and samehada, then he could win.
I call a draw because it could go either way.
