What makes you think that if A released his Lightning Armor underwater that it'd electrocute him? The entire concept of his Lightning Armor is surrounding himself with Lightning chakra. You don't think his body is used to being bathed in Lighting by now?
And no, Samehada can only absorb chakra. The resulting lightning conducted through the water from A's techniques isn't the same as chakra.
Does his Lightning Armor move his body? Does it do the fighting for him? No, it doesn't. That's only a tool he uses to boost his speed, not his strength.
His strength comes himself. The taijutsu moves he uses also come from himself.
Granted, without the Lightning Armor he wouldn't be as fast, but that's a far cry from saying he isn't capable of doing anything else.

Even without the Lightning Armor A still has his strength, techniques, experience and knowledge. Speed isn't his only power. If speed was so important then Mei, Gaara, Tsunade and Onoki wouldn't be Kages.
Also, you're exaggerating the truth. Without the Lightning Armor A would definitely be slower, but he'd be far from just a little bit above average. You don't attain his level of speed, even with the Lightning Armor, unless you're already an adept in the skill.

His lightning increases his speed and strength by a lot.. without it kisame can keep up and then put him merge with the samehada and make a big ball of water and either drowns or kisame kills him or kisame summons sharks and they eat him lol
