Good! ^^ No, don't count on it. It would most likely do all jutsus which is the same rank or below rank pretty useless as it could just counter it, by stopping it in the air. And of course, I want to add that if it can, that it cannot overpower jutsus over it's own rank because their are more powerful.I start gathering my chakra and I start channeling my chakra all around me into every drop of raindrops, and the raindrops slowly stopping to drip onto the ground, eventually the rain stops moving from up to down motion in mid-air, causing me to see your clone, then I release it and the rain starts to rain again! o.o
Question: Could this stop any rain technique then? ._o

I don't know really how to explain this jutsu, so here it is;
(Ame Aikuchi) - Rain Dagger

Description: A simple jutsu that gathers the rain with chakra and then forms it into a dagger-like weapon. The chakra gives the water a more solid form so that it can be used for attacks. The water returns to normal shortly after creation. When the dagger cuts into something the water from the dagger expands within the cut to increase the damage.
It's like when you learned to create a water sword in you earlier suiton training. Simply create it from the rain itself. Upon cutting something make the water ultilize further causing it to expand, increasing it's cutting ability.
