I've read up to six pages of this thread and it mostly seems to be nothing but children bickering... or moreso the OC not getting it in his/her head. Here's the deal.
Naruto can't become a Chuunin unless he completes the Chuunin Exam. While this seemed to be the first thing he should have done when he returned to Konoha, it wasn't time for an exam (Shikamaru/Temari were in preparation stages for it). However, Naruto and Sakura were called away for a mission to rescue Gaara - that took more priority than an exam.
Since then, Naruto hasn't had time to worry about becoming a Chuunin. It became one mission/training session after another until the war eventually started. Now with the war going on, I'm sure the last thing on ANYONE'S mind - especially Naruto's - is the Chuunin Exams.
Like Naruto said, he'll will himself to the title of Hokage if he has to, but first thing's first, saving everyone. On top of that, it's very possible that once things settle down, Tsunade (or if she happens to die, anyone else) could entitle Naruto with a new rank based of his strength and his devotion.
Lastly, those that use the written exam, forest of death, preliminaries, and final rounds as an example, remember what Ibiki said, "this year you got me, my rules" (or something like that). This implies that along with the location of the exams changing every year, the examiners also change every time the exam arrives to that location. Not every exam will start with a written test and not every exam will have a premilinary round (they mentioned they were forced to do that since there were too many Genin).
The Chuunin Exam is supposed to test those who not only have outstanding abilities (the ability to "cheat without getting caught" is familiar to being able to obtain information, as Ibiki said), survival and leadership abilities (the forest of death pushing the Genin to the limits and picking who within each team had more leadership skills than others), and battle tactics (the ratio between the will to win a fight vs. obtaining the goal). That last part is why Shikamaru became a Chuunin. While Naruto won his fight against a genius, he took heavy blows and nearly lost. Shikamaru managed to capture Temari in a trap and COULD have finished her off, but quit due to the lack of chakra reserves showing that there's no point in fighting. Like the two Chuunin have said, "I accomplished the mission, but everyone died" (Naruto's fight) isn't as satisfactory as "I accomplished my capturing mission and everyone survived" (Shikamaru's fight).
In the end, the ranking system in the ninja world doesn't mean much in war. The Jounins lead the troops, the Chuunins lead the squads, and the Genin are there as grunts. Guys like Naruto - who obtained the title "Sage" as well as the capability of controlling the Kyuubi chakra AND has managed to surpass the Fourth with the Rasengan (various forms) and Rasen-Shuriken - aren't part of the equation in realistic terms. But officially, he'd still be considered a Genin.
