There was a hyperbole when Zetsu said "excuse me for not being able to move at the speed of light". But I do think he deserve's #2 spot, I forgot about Tobi aswell.

If he can't move at the speed of light then he's not faster than naruto minato and raikage lol

That would mean Minato, Naruto and Raikage all move at the speed of light, which means they are all equal and we know that aint true lol.
I gave Tobi the #2 spot because like Minato, he has a S/T Jutsu like Minato which allows him to teleport anywhere.

Anyway people doubting tobi's speed, which is instant and nothing beats instant. Example imagine flash vs minato. Both have a race from NY to Mexico. Minato would get to Mexico even before flash gets out of NY.
Thats a bad example but i hope you get it, therefore everybody with a s/t tech is faster than A, itachi, km naruto, gai which is basically pure speed.

Since i forgot to add Tobirama my updated list is;

Shisu (because he was called shunshin no shisu or shisu the teleporter)
Km naruto (Because he is the fastest person with pure speed)

Note this is a list of who is the fastest in combat. This means that Tobi is not as fast as Naruto despite Tobi being able to teleport to the other side of the planet quicker than naruto can get there.

1) Minato
2) KM Naruto
3) A
4) B version1/2 or 3rd raikage

the only thing wrong with your minato vs flash theory is that minato has to have a marked kuni already there to teleport to (unless minato can throw a kuni faster that the speed of light then teleport but i doubt it :shrug: )
