Naruto has close to ftg speed with out using ftg
Raikage was titled fastest shinobi after minato died
Itachi it was said when he runs shorts distances it appears as if he's teleporting as seen in manga/anime
Gai/lee with gates. We've all seen what these two can do.

True but I didn't put him in my top 5 because after he teleports he need to wait a few seconds before he teleports again where as everyone else dont have that issue. If I remember correctly thats whats konan said. And I haven't seen him use his s/t tech with blazing speed. But he's in my top 10 easy.

Zetsu claimed that tobi's is as fast as the speed of light, when he reached sasuke in no time considering zetsu himself is pretty fast
