Location: Konoha (in middle were Pain and Naruto battled.)
Condition: everyone is healthy.
Mindset: both of them are ANGRY, wanna KILL..

starting scenario: raikage activating his lightning release * Minato use the FTG's kunai to the area*

Note: only what weve seen to two of them / no Shiki Fuujin so no draw

You said FTG kunai's are placed and that means Minato wins but since you said no seals then what we have seen of both, I being one of the biggest fan of Minato, chose 3rd barely...
Reasons:
what we have seen till now, Minato has only Rasengan and taijutsu for offence whereas 3rd has very strong nin-taijutsu for offence..
Minato's FTG tags are everywhere so its almost impossible to catch Minato now whereas 3rd's sheild will protect him from any damage caused by Minato..
From these facts, 3rd wins barely...
As a fan, Minato is super genius, if Naruto can find his weakness even with the help of Hachibi, Minato alone can but IMO he won't be able to do like SM Naruto did but he can find another way, with this Minato wins barely...

Naruto used it indirectly due to the info given by dodai and the 8 tail.
Minato doesnt know this, therefore he would use rasengan the same way he always has and this isnt leaving a mark on the 3rd

Minato's kunai stab has enough strength to cut through the eight tails tentacle, the same feat that the eight tails attributed to the Raikage's one-finger hellstab. And we all know that the hellstab can pierce the raikage.

And naruto's regular rasengan still slightly damaged the raikage's arm as seen by cracks on his arm where the rasengan made contact. Minato's rasengan > naruto's rasengan so his rasengan's may not do major damage, but they do damage the raikage none the less.
