Just because Konan almost took down Madara, doesn't mean she can take down Itachi. Konan had years and years of prep time to set up a billion of those paper bombs. Without that, the battle was very one sided.

If, she didn't have that time to prep against Itachi, like she did against Madara, then she would lose rather easily.

People overrate Konan a lot for that one battle.
