Nilloc Uzumaki, the scores in the databooks are nothing but a guidance. Orochimaru isn't just intelligent (actually he was praised as a Genius by Konoha, even bevore his experiments), he also has 5 points at Genjutsu, the maximum. But still he couldn't do anything about Magen: Kasegui, a strong, paralyzing ilussion used with a mere Sharingan. And in the latest databook it's stated that eye contact is not required for that Genjutsu. It's activated by just looking at the enemy. It's also stated there that it doesn't only paralyze the enemy - it also creates physical pain. Yes, Tsukuyomi isn't the only Genjutsu that creates real Pain. And that's not the only Sharingan based Genjutsu which works that way. Kakashi used his not-as-good-as-Itachi's-Sharingan to make two members of Anbue Ne fall asleep the same time, by simply looking at them. I agree that Minato could escape 'normal' Genjutsu by teleporting himself far, far away with his Hiraishin no Jutsu. It's statet that Genjutsu only works in a certain range. But the moment he returns & gets too close to Itachi, he'll just be paralyzed again. Another great example is Madara like we saw him in chapter 560; he just looked at that guy with the big sword that was about to jump on him with his mere Sharingan, and as a result that dear was totally unable to move. You're really underestimating the Sharingan and its powerful ilussions, which can't be broken without a second chakra source. Yes, that's stated in the Scrolls of Sha, too.
That much about Itachi's 'normal' Genjutsu. Tsukuyomi was called the most powerful Genjutsu more than just one time, and that with a reason. Itachi controlls everything inside the world of the reading moon. Time and space, as well as the matter - everything is controlled by him inside that ilussion. So, since everything that happens inside Tsukuyomi only takes one second in reality, I don't see a chance for Minato to escape it with Hiraishin. The consequeces of Tsukuyomi should be clear; nobody can overcome 72 hours of pure pain & torture. And I really mean nobody. So, it's clear that Minato is done for if he looks into Itachi's eyes from a too close range. He can avoid eye contact, yes. But that makes it even more hard for him to fight Itachi, on top of that he can't 'predict' if Itachi is about to use Amaterasu. Anyway, how should he know about Tsukuyomi? Even if he would, eye contact can happen at any time, even unintended. Itachi can even project his eyes to one of his crows, so eye contact is not that much of a problem.
