Why do we need a Zero Tolerance Policy?
It seems necessary based upon past events and current events that NB requires a Zero Tolerance policy on the issue of "I told you so," and "Tobi Identity" threads (or duplicate threads in general).
Therefore, when an "I told you so" thread (or a thread of similar nature) is created, upon being reported or viewed by a person of sufficient authority reprimands will occur.

The revocation of ones right to create threads. On a first offense, one could lose the right to create new threads for a day. This would grow to longer periods of time with each offense as well. The user, however, would still be capable of replying to threads.
The warning can also include friendly reminders to keep their "I told you so" to the official chapter discussion and prediction thread where nobody has to read it or see it consuming the new posts.
The ban would be reserved for a second offense and would be a twenty four hour ban. When it ends, revocation of ones right to create threads for a week would start.

For Regular Members:
A first time offense would warrant a ban starting at one week with a revocation of thread creation rights for a month. Regular members are expected to know the rules and regulations of NB and the punishments should see fit to that.
Keep in mind, these are just recommendations. I'm sure if this suggestion is taken into effect, it will be greatly altered if any of the original content is utilized. I'm also sure many of the incidences will be decided on a case by case basis, probably with the ability to appeal the charges.
