i think its kakashi. first of all he can use all five element. he can use ninjustu taijustu genjustu. his sharingan has copied so many hand seals. he can even use rasengan. apart from dat he is very smart. he has an ms dat matches up to madaras own. only dat he can not move tru space wit it. madaras ms sucks pple into dimensions nd so does he's. wat do u think guys?

If you mean who has worked the hardest to geting stronger it would probably be lee but if you mean in overall i would go with killer bee he seems very skilled and talented as quoted by second fastest man alive raikage (a)

yea kashi can use all five elements: fire ball jutsu, head under jutsu(or watev its called), water wall(or dragon), raikiri(and variations), and rasengan..wait thats not wind..well i geuss only 4 lol...but yea is is the most skilled ninja...u can put him infront of anybody(serial killers to missing ninjas) and i bet he could still escape or manage to weakin them..kashi dont play lol
i think u are judging from d fact that he is not a high level ninja like pain nd itachi. if he had enormous chakra like naruto or pain he would hv been considered their equals. bcos of his chakra limit the doesnt get to use all his techniques in battle

its not very efficiant to count kakashis ms power because one use can put him on the bench for a while, AND hes not very good with it himself because he doesnt have the uchiha blood in him, basically his aiming and prolongueing of the jutsu is weak as hell.
but no, kakshi is not the most skilled, the most skilled goes to madara, not because of his "power" but also because of his mastermind planning and intimidating persona when hes kept his cool, and ofcause his scientific work that has kept him alive all this time. another point is how he almost f*cked up the hidden leaf on his one's by gaining information that no one else knew, controling the fox , and fighting the 4th at the same time. and the way he gained his current power , through harsh expirements like him discovering ems , then rinnegan by doing something to poor nagato , and keeping an eye on things from the shadows. like madara said , kakashis ms dont work on him, kakashi doesnt stand a chance against madara, simple as that!!

I just want to say this that the most skilled ninja is not necessary the most powerful ninja. Skilled meaning have a variety and knowledge of using all combat jutsu's like Taijutsu, Ninjutsu and last and not least Genjutsu. Kakashi is overrall talented in all 3 areas of combat thats why he is the most skilled not the most strongest ok

i have to go with the 3rd hokage, he was called a god when younger and is a very skilled ninja with fire and earth release and took on orochimaru, tobirama and hashirama not to mention he was about 70 years old

wait do you mean the strongest ninja alive, or strongest overall? Overall the sage of six paths obviously, although other than that I'd say Minato, Nagato and Itachi are the strongest (now dead) ninja. Alive are Madara, Naruto and Sasuke. Kabuto is just a pain in the ass that can't fight without using his dead bodies and turning into a snake..
