i have to go with the 3rd hokage, he was called a god when younger and is a very skilled ninja with fire and earth release and took on orochimaru, tobirama and hashirama not to mention he was about 70 years old

Good point. But i will go with minato. He created the rasengan, and many jutsus the 3rd(professor) and J man couldnt comprehend. He is the fastest in naruto world and well versed in sealing techniques.(Created a not so ordinary jutsu like death reaper demon seal)
