I hope you're joking? Kakashi said Naruto surpassed him when Naruto learned rasen shuriken and Pa toad said Naruto surpassed Jiraiya (kage level and strongest sannin) after mastering sage mode which made him the strongest in konoha. Naruto can beat Gaara (kage level) which he did in the 3rd movie before he trained for sage mode. And Naruto did beat kakuza, or did you forget kakashi,choji and Ino where all going to die if Naruto and Yamato didnt come in and protect them from the blaze attack from kakuza. Naruto then uses rasen shuriken(at half power) to destroy 2 of kakuza's heart and cells. Kakashi, choji and Ino started the fight but Naruto finished it, technically kakashi dealt the final blow but he only did it to end suffering from the rasen shuriken effect that was like poison from all the cells being destroyed. And anyone can be at kage level idiot or not, it depends on the strength and if you forgotten Jiraiya was the same way as Naruto when he was younger but wised up just like Naruto is slowly doing. Also how is Naruto dumb if he thinks of strategies out of nowhere in mid-battle that normal ninjas would't or how he analyze his opponent by using his shadow clones and devise a strategy like he did with kakuza and with the 3rd Raikage. Naruto might not be a natural born genius like neji, shikamaru or sasuke (before he killed Itachi) but he is a genius when he's in the mist of a fight.

actually the experience part could be true. just think about it. while Naruto was away from the village Neji continued to go on missions and probably confronted with various ninjas while Naruto only fought with Jirayia.

I agree on that but sometimes the quantity gives you more experience than the quality. what I want to say is.
let's say you fight with 1 very strong opponent and beat him. than you learn 1 way to defeat someone. but if you fight 10 strong opponents and beat them, you learn 10 ways to defeat someone.
I'm not saying Neji beat Naruto all times, but I think there's a chance for it (with proper restrictions). with a smart tactic you can achieve more than with just mere strength.

I say 64 palms. Even though sage mode is faster, 64 palms restricts the chakra network itself. Neji would simply have to make 1 hit and it would all be downhill from there, granted 1 hit would be difficult, but if he can just make the hit then even sage mode would be in trouble.
