I'm pretty confident if Neji was so powerful everyone would be saying how much he has improved in strength. Even though we have seen his improved abilities when he fought Kisame he got trapped in about 5 seconds and when he fought himself the only new ability we saw he had was the Wind Palm thingy. So I believe that Sage Mode would defeat Eight Trigrams Sixty-Four Palms quite easily. Seeing that Naruto could throw a Wind Release: Rasenshuriken at Neji which would kill him instantly.

Sage Mode, just saying but on the side Naruto easily has Kage power, And for those who say he isnt smart enough he isnt out of battle but he is in battle, he outsmarted pain all the way through, the only time pain outsmarted him was when he killed Hinata and made Naruto go enraged. He is smart tactically (sometimes) but he isnt smart when it comes to literal questions and understanding things fast enough.

EDIT: Neji underestimated Naruto in the chuunin exam + Naruto used the kyuubi chakra to reopen his chakra network. that's why Neji lost...
