well shisui has the strongest genjustu known in naruto able to control a person without them thinking it so if he looks at him then its over otherwise i dont know we havent seen any of shisuis techniques but unless he has very powerful ninjustu i cant see him beating itachi

We dont know anything about shisui all we know is that he was good at using body flicker and has the most powerful genjutsu

But to most uchiha fans genjutsu > all so i guess shisui

i think tha shisui wins by one reason because we dont know about his powers and he may also know a lot of powerfull jutsus like itachi

I will go with Shisui because he was praised alongside Itachi for having the greatest mastery of and sheer power in its usage. Itachi looked up to him so Shisui has to be stronger than Itachi and was like an older brother and probably had more experience. Mandra while having the Eternal Mangekyō Sharingan and the Rinnegan still wants shisuis eye power thus further more showing how strong shisui is.
