For the most part, men don't look at other men in that way. Its in our genetic make-up. We really don't care much if another man is looking good or not. We just care whether we look good. lol.
Women tend to be a little more judgmental when it comes to physical appearance than men.
That being said, your getting mostly the same response from the people on this site because your asking (mostly) a bunch of boys their opinion on such a matter instead of men. By this im not trying to be offensive to anyone here, but most of you are still in your teens and still have allot of growing up to do. As you get older you start to get more secure with your own sexuality and thus more respectful of those of others. I know this because when i was your age i would have given the same answer as most of the guys on this thread... but as i've matured over the years, i realized that you can't label people based on their sexuality or choice of life partners. Im secure in my own sexuality, i have a couple of really good gay and lesbian friends, and im straight, yet have no issue in telling another man that he's looking sharp if needs be...
Does that make me gay? Of course not! It’s a simple form of respect and should be treated as such instead of labeling people with derogatory terms simply because your too immature to be comfortable with your own sexuality and that of others.

lol thanks for your opinion i have good friends my self they are all matured them selfs but the others just half of them that are just bone headed they wont budge at all coz they are "manly" im glad i do understand a bit now

Lol shyt of these dudes don't even know the answer, they just follow the norm and think it's their own perspective. But dudes do say it in their own way, because we know a ugly ass dude he could be around our girl all day, but if a good looking dude around your girl it's harder to let that slide (aside from confidence). Overall men do judge but out loud, but can say "dats one ugly muthafukkA" or "shyt he ain't better looking den me" but won't say nt at all if dude actually look good (in a non-gay way).

nother good answer would be natural selection since men in most species compete for females they typicaly dont want to give the competition any leeway for females they know that whether the compliment another woman or not doesnt matter as they choose who they mate with so when a man compliments another man in decreases their chance of reproduction so it is instinctive for a man to not compliment another man as they instinctivly worry about if this compliment will be used to have that man take a possible mate from him thus depriving the man of a target for the instinctive need to reproduce
