Im sure she has manny jutsu's, but you can't be hokage and sit back while the rest of your village had taken sooooo many casualtys and fought to the death for the village. About her jutsu's id say she has mastered Charkra control like no other and her medical knowledge would allow her do leave devastating wounds and injurys, but she's no third or fourth IMO.

Well, the only reason she faced Pain that time because she knew he's up to no good eventhough she knew herself that the chances were very slim. She might even knew that she would die fighting Pain. She already had given lots of chakra trying to save injured people. She is the Hokage and she couldn't just sit back.
I'm actually thinking that there's all to it for her. Unless she acquired new skills since the Sannin battle...?

Well let's look at oros power which was pretty awesome for a villain and then jiraiyas sage mode, you know she has something great stored away, just like that Charkra she has saved on her body seal on her forehead.

LOL her skills shown are not enough reasons for jiraiya to search for her and vote her as hokage...besides, the sannin battle is not the time to acquire new skills....her skills were not shown due to the fact that oro knows her weakness and used it against her....
although I agree that she doesn't seem the most powerfull hokage we've seen, that depends on the point of view. No other hokage could have saved the live of the villagers like she did. Besides, her battle prowess so far has been shown to be at least at the level of the other kages. Her taijutsu alone is something to fear. Because sorry raikage fans, be he so far hasn't shown much more than strong taijutsu augmented by raiton. Tsunade hasn't shown less strength...I think she has shown more than anything seen so far (example when the used gamabuntas sword). Her creation rebirth tech is amazing. By any standards. And besides, she is only surpassed in konoha by naruto and probably kakashi. She is still a heck of a strong shinobi. and I believe stronger than danzo or the raikage himself. Besides, in the fight with orochimaru she was emocionally affected and wasn't at her prime. She had suffered injuries and mental bashing. And I believe the is adept enough with sealing techs and other "non elemental" jutsu to be a real treath. Oh and don't forget, among the kages, she's the 2nd oldest...meaning experience...

We didn't see the other four Kages actually lead and protect Konoha, only flashbacks about the highlights (advantage & drawback) of their administrations. We didn't really know the specific years before they went all out to defend Konoha.

1st - Battle with Madara.
2nd - Kinka Force Ambush.
3rd - Sand & Oro Invasion.
4th - Kyuubi Invasion.
5th - Pain Invasion.
Going back to the sentence above, Tsunade being the recent Kage who is only a Kage for almost four years now has shown great leadership and capacity to defend her village. We also saw the downsides of her administration. The reason why Tsunade is looking weak is that a Hokage doesn't always go to the battlefield and Kishi hasn't decided yet to finish her off.
If Tsunade was one of the past Kage, for sure only the highlights of her time being the Hokage will be shown. Her final fight in short, where she shows why she is Hokage. But if Sarutobi is the recent Kage, i'm sure he'll also look weak as Kishi won't show all of his abilities during pain invasion if he was still planning to include him in the war against madara. That's the logic i think.
