Facts that prove the element to be possible (in the manga context):
Chakra is capable of being manipulated into a variety of sources depending on rations, as well as using transformation. On top of this elements can take on many different forms, water being an example that can be something from a mist, to a syrup starch. When chakra is introduced to Yin and Yang elements it can manipulate the balance of nature further, such as Nara shadows being mostly a Yin Aspect. This shows that elements can be made from more than just elements, but also can have other natures added to them, such as Yin introduced to fire for Amaterasu.
How it works:
Using water release as a conduit/container, the user can manipulate the ratio of Yang chakra within to introduce a new property to their water creating a new element. Yang is primarily a physically manipulative element, however when introduced as a chakra, the ratio of yin to yang must be balanced and maintained for a technique or chakra source to be stable. When a chakra source isnt balanced, or rather when it is suddenly shifted or rapidly changed, it becomes unstable and loses its integrity. Shown when Naruto needed to alter and main tin the right right amount of chakra for his elemental wind rasengan, when improperly balanced it caused the technique to explode, disperse. Similarly, when a clash of chakra is introduced, the balance of it must be maintained, less the chakra burn away (ex. White Tiger, maintaining Yin and Yang chakra ratios).
Water itself is an excellent conduit and portent for chakra as it can move through the body on a cellular scale, (ex medical ninjutsu techniques) can shift its molecular structure to suit its environment or need (ex hidden mist or syrup gun). By introducing Yang Chakra combined with water transformation, the user proceeds to create a source of water that is highly manipulable, as well as being capable of clashing and altering the ration of chakra within its clashes.
As a result, Anima Water (which is a misnomer, the water itself isnt PH acidic, the term is mostly used as the water is capable of burning away chakra due to the imbalance) is neutral to elemental clashes of ninjutsu. Anima Water when clashing with elemental techniques will clash with the opposing chakra source, and when mixed will cause an imbalance causing the technique to lose out.
When targeting opponents, when struck by Anima water they suffer additional effects on top of physical damage, how ever not as great as that of pure Yang related damage. If an opponent is struck by an Anima water technique, they will lose chakra equal to the amount of damage within the technique itself. While Yang Release causes significant chakra imbalance and burn, this form of Water+Yang is a less concentrated of the Pure Yang release balance.

Declined. This really is just Yang Water. There's nothing really special here. You also risk coming precariously close to my own Eridian Release.
