That's besides the point though. He may not be as adept as Madara (granted Madara has Hashirama senjutsu cells and Rinnegan).

Juubi was weak as well because Obito rushed the summoning and only had fractions of the beasts (8tail and 9tails didn't fully get absorbed).

Also Kurama himself said how impressive Naruto is at manipulating chakra.
