In my opinion, Ino herself really did have a lot of potential, being the heir of the Yamanaka clan's hidden jutsu. It's just that she just had bad development, being limited to only a few jutsus in her arsenal. She didnt even have that puppet mind-transfer technique that Fuu had and was anbu-level.
Now Ino's problem is really her survivability because she needs someone to give her a clear shot for her jutsu to land on someone. She needs a "tank" so to say. But Inojin does not lack in this because he can have his drawings fill in to the Chocho aspect (the "muscle") and then use another drawing to bind/catch the enemy and not need Shikadai. And after that, gets a clear shot for mind transfer. Or even the mind destruction jutsu alone seems broken. Idk.
