I accept that WhiteBeard is = to Roger, but when was it actually stated that Garp was NOT = to Roger?
It was stated by Roger himself that "We have nearly killed each other countless of times". If you nearly KILL each other COUNTLESS of times, that means you're probably fighting with that intent. What I get from that quote is this:
Garp tried to kill Roger many times but failed.
Roger tried to kill Garp many times but also failed.
If they both attempt but are incapable, doesn't this mean they are equal?

Not for nothing but you're putting the same weight on the words said by Buggy as the words said by Roger directly. Roger said, "the two of us have nearly killed each other so many times" to me the fact that "so many times" is included implies they've fought multiple times but neither was able to get the edge for a solid victory, sometimes Garp can make Roger flee, sometimes Roger pushed back Garp.
