Hagoromo speaks in the same context. Just because Asura didn't need an enemy to fight, it wasn't insensible to give Asura power considering chakra could be corrupted.

Ignoring this contextual fact is ignorant. A number of possibilities exist, including Indra using Izanagi after stalemating with Asura, considering Black Zetsu manipulated Indra after he "lost the battle for succession". How could Indra lose if they both died? My theory is that Indra brought himself back with an Izanagi timelapse and then went his own way.

Making Asura the successor is the reason the fight happened, however leadership over Ninshuu is not a political power, just a position as someone who guides others.

Hagoromo speaks of the power he gave Naruto and Sasuke in the same context he speaks in regarding the power he gave Asura. He means literal power.
