Itachi's arsenal is more versatile and his tactical awareness is godly.

Tsukuyomi alone handles Madara. We've never even seen Itachi use it with the intention to kill or completely, permanently, and utterly incapacitate his opponent. Remember how he effortlessly defeated Kakashi with it? Not to compare Madara to Kakashi. Madara is much more powerful and is a fellow Uchiha, but that wouldn't save him from the pseudo-god Itachi!
