I claimed that where? I'd like to peruse that post, because I have quite a lasting memory of what I posted and I didn't state explicitly that chidori was a Rinnegan technique.

No. They weren't sealed instantly. They grew up to adults probably. Some, as we've seen through the ghosts that appeared before Hinata, grew into old age.
Assuming those were Otsutsuki members of the last generation, I'd say the tradition was optional and some donated it moments before they died - what I mean here is the members looked old so one can assume the tradition was voluntary or whatever. It's not stated anyway whether it's compulsory. Members most likely had/have a choice of when to donate.
Eyes are still eyes, so it doesn't matter when you donate them, but the state they're in when you do.
I also don't believe Otsutsuki encouraged children to donate their eyes unless they were a demented clan that only lust for power which they're not.
It's all speculation at the end of the day, so I don't know why you're even getting worked up over this discussion. You need to stop perceiving every discussion with antagonism.
