Actually, it doesn't. Negative emotions sensing is Kurama's power, not Naruto's, and we know that stuff can't be passed down. So how is it Naruto's genes? It isn't. The SP member just means the eye houses powers akin to the Byakugan and Naruto's NES power.

anyway, if there is going to be an evolution for the Byakugan like the Mangekyou for the Sharingan, then I hope it is going to be a different eye. the Jougan should be unique to Bolt.

and I don't think that the Byakugan even need an evolution, I think that the Gentle Fist just needs more development.
