Without EMS (or better Susanoo) Rinnegan alone cant fight against Tenseigan .

Lets see Tenseigan ability

1. Tenseigan chakra mode = RSM (By this I mean all power RSM grants to user Tenseigan does too like ability to fly,use TSB, enhanced speed,strength,durability ,...).

2. Tenseigan can also control attractive and repulsive forces, similar to the Rinnegan's Deva Path. But with Tenseigan Toneri could move the moon towards earth ,

3. Tenseigan allows user to absorb chakr just like preta path. But Toneri could instantly absorb chakra from Naruto.

4. Tenseigan user can use golden/silver wheel reincarnation explosion.

5. Tenseigan bring life into stone statue and that statue was able to fight on par with Kurama.

In direct Battle :

1) Shinra / Bansho tensei are countered by Tenseigan own repulsive /attractive force which is by feats stronger than
Rinnegans (it could move Moon).Or TSB can protect Tenseigan user

2) Tenseigan absorbation is way faster than Rinnegans

3) All animals summon Rinnegan has shown cant beat statue Tenseigan created because statue could fight with Kurama

4) None of Asura path jutsus can break TSB

5) any CT is destroyed easily with Golden wheel that could cut Moon in half .

6) Rinnegan doesn´´´t really have jutsu that can break TSB

7) Rinnegan doesn´t enhance user´s physical capabilities (speed,strength,durability and so)

Conclusion :

Tensigan > Rinnegan

We haven't seen enough from the Tenseigan yet to come to any conclusions. Toneri unlocked the Tenseigan by combining the chakra from thousands of Byakugan. Who knows what a "natural" version would function.

Agreed. With TSBs, Tenseigan does seem stronger than base Rinnegan, at least. Not sure if we can say the same about other Rinnegan variants, though (like Sasuke's and Kaguya's)
