We haven't seen enough from the Tenseigan yet to come to any conclusions. Toneri unlocked the Tenseigan by combining the chakra from thousands of Byakugan. Who knows what a "natural" version would function.

Nah, It just needed Toneri's body and Hanibi's Byakugan...the thousands of Byakugan was for the weapon.

Moon was made by the Yin and Yang seal of Hamura and Hagoromo, Rinnegan didn't have anything to do with it

Sasuke would defeat Toneri w/ his Rinnegan abilities.

Momoshiki would wreck Toneri w/ Rinnegan abilities alone. Most clear cut victory.

Madara is the only one who'd lose if he was forced to rely on the Rinnegan and nothing but the Rinnegan, Living Madara anyway. Juubi Madara relying on just the Rinnegan kills him too.

Naruto broke Toneri's Gudo Dama with his Rasengan barrages. A max power Shinra Tensei would flatten them and Toneri if used. Chibaku Tensei is also an option but Golden Wheel is a good counter. The only thing he has that can even begin to threaten a Rinnegan user is Golden Wheel btw, but:

-Momoshiki can absorb it.
-Sasuke can dodge it.
-Rinnegan Madara would die, but Juubi Madara would either swap out w/ Limbo or evade it.

So yeah, in terms of raw power the Tenseigan is superior, but the abilities that the Rinnegan grants it's respective users would let them dispatch of Toneri in combat. Nor has the Rinnegan's full powers ever been fleshed out. Then we have the abilities that Rinnegan grants it's users outside of combat (Revival, bringing souls back from the other world if you are strong enough, Six Paths Corpses, Gedo) Like I said, the only technique that makes this a discussion is Golden Wheel. As a whole they are on par.

Its not really fair comparasion to compare Toneri against those , one has Juubi and other half of Hagoromo power. Remove those and can they defeat Toneri with just Rinnegan jutsus or at least give Toneri Juubi/ half of Hagoromo power and compare them.

original users have half of Hagoromo power or Juubi so how is that a fair comparasion ?

That doesn't make sense. You can't have the Rinnegan without Hagoromo's chakra unless you transplant it. There is no separating the two.

Hagoromo's chakra is the same chakra as Kaguya's which is the same chakra that she got from the fruit of the Shinju. Momoshiki took the fruit of his world's Shinju for himself. So no, it's impossible to have the Rinnegan without Hagoromo's chakra, "Six Paths" Chakra.
