From The Last and above (Or the War Arc if I'm really being honest), 5/6 maybe 7th Gate Lee's strength and certainly speed would be wildly above any War Arc Gokage's level. Like, ROFLSTOMP level no joke. Doesn't have the smarts of a kage, but from a 1V1 standpoint, he should be able to fight with the best of them not name Naruto or Sasuke. At any rate, Sakura, Choji, and maybe even Shino and Kiba are all most likely kage level, the K11 was a ridiculous talented generation. Neji probably would had gotten there too.

I'm a Shikamaru fanboy and even I admit he's still perfect as the right-hand man. Even if his offensive / chakra abilities improved significantly, he's fine.
