No, she needed 3 years to unlock the seal. Once unlocked, she can refill it in mere weeks ( 2-3 week at most ), as seen when Tsunade completely refilled her seal after waking up from comatose state.

I think it was stated once, by Asuma before he died. With the calibur of abilities the other Kages have, Shikamaru would come up really short. With prep, Shikamaru is extremely dangerous, but on the fly and in the heat of battle, he's not so good. Glorified support to his team mates (Chouji the tank and Ino the psychic).

Except Sannin isn't a qualifiable rank. It's and honorific title given to Oro, Tsuna and Jiraiya by Hanzo (a ninja who himself held no registered rank).

Lol Official rank is garbage and meaningless in terms of power consistency. So no, sannin title is just as valid if not more so since that label was given to them as a sign they're on par with hanzo.

Shika would be in the Kakashi lane of Hokage. Not powerful enough to protect the village himself, but with a walking deterrent (in the form of Naruto) who does all the combat for him.

If we look at the threats Konoha has faced in the manga, and the various Kage dealt with them, Shika would be helpless.

Hashirama defending the village from Madara who has EMS and Kurama.

Tobirama attacked by Ginkaku and Kinkaku and nearly killed along with the 2nd Raikage.

The Hyuga Affair with Ay (4th Raikage) threatening war, the Uchiha Coup, Orochimaru's experiments, the Sound and Sand Invasion, the 2nd and 3rd Ninja Wars with Hiruzen sending academy age children and younger off to fight.

Obito attacking the Leaf by summoning Kurama in the middle of the village. Minato dies after not having enough chakra after fighting Obito and saving the Leaf from Kurama's bijuu dama, by using the Reaper Death seal to give him the chakra he needs to seal Kurama inside Naruto.

Tsuande saved what survivors she could from Pein's shinra tensei. Plus her battle alongside the Gokage against Madara and his ever ridiculous Susanno abilities. 25 Susannos cast by his wood clones and finally a perfect Susanno.

Kakashi could do nothing against the giant meteor that was headed to crush Konoha and had to have his ass pulled out of the hot seat by Sasuke.

Naruto has a long list of pulling the village's ass out of the fire.

Thing is, to be a kage, you have to possess incredible and uncanny abilities. Abilities Shikamaru just doesn't have. His mind is sharp, but the shadow possession jutsus require a lot of chakra, get weaker every time he uses them in a fight and he has to compose himself in order to cast the jutsus.

But the Sannin honorific was never explicitly given to Naruto, Sasuke and Sakura. Only Hiruzen thought it when he saw the 3 summon their master's summons. Which is pretty boring IMO. It just makes Naru, Sasu and Saku clone characters in a sense.

While some of what you say is true, the narrative is applied in a bias manner, Tsunade in manga canon had to be saved by Naruto. You could add that point in there for her, she was helpless Pain would have wrecked everything to non existence had Naruto not arrived. Regarding Kakashi not many people could stop that meteor Kage or not.

Tobirama got wrecked by a Kinkaku Ginkaku ambush alongside another Kage, so I don't get that point either.

I don't know about this whole Kage level deal (it's not a real scale that exists tbh), but Shikamaru as per manga canon would have been qualified to be the Hokage, that's over all his peers. That's all I can offer for this thread.

Most situations Shikamaru would be in his setting with the required setup. Hokage is literally the last line of defense for the village, with Shikamaru as Hokage maybe that line doesn't ever have to come in play because he is that adept at everything else, where he has strong underlings he knows how to use to stop any threats.

A young Shikamaru already proved more than any other K11 bar Naruto and Sasuke when he took down an S rank Akatsuki by himself even his peers couldn't believe it. [

Jiraiya and Tsunade had a tag team a handy-capped Orochimaru just to stand a chance against him, and even with the intent to kill Orochimaru managed to leave the fight with his life and nearly killed Tsunade. In a 1v1 situation, handy-capped Orochimaru, part I Orochimaru, and part II Sage mode chakra Orochimaru solo's Tsunade with varying difficulty.

Jiraiya had been drugged, Tsunade was drunk & out of shape and Orochimaru didn't have his arms. This is the reason Kabuto as back-up was actually a big factor and allowed him to fight on par.
