Comparing them to the last generation of Kage, I don't see any of them as Kage level. High Jounin level in my op. Neji may have gotten to that level had he not died. Chouji and Lee doesn't have the IQ, Shikamaru doesn't have the strength. Based on Sakura being a Tsunade clone she would be the most logical pick if I had to pick one.

OT : if you are talking about the war arc version, then none of them. but if you are talking about their adult version, Sakura, Lee , Choji have probably made it to a low Kage level

Chouji hit Kage level just for his War feats alone. He's mid-Kage these days if I had to guess.

Kiba is High Jonin but with High Kage level abilities.

Aside from Naruto and Sasuke, obviously, I wouldn't put any of them at Kage level. They just don't have what it takes to defend the village by their lonesome (which what I see as the minimum requirement for that level)
