Against Itachi, it is contingent upon the location. Under neutral circumstances, probably not. If anything, an explosive/crow bunshin feint coupled with a decisive kill through Susano'o or Amaterasu is a more probable scenario which doesn't consume nearly as much time to execute.

Against Orochimaru, Jiraiya has to retreat to use it and Orochimaru's snakes have an acute sense of smell, so escape is unlikely.
