I think Neji would come out as the victor between the two, even if Lee resorted to the gates.
We see in Lee VS Gaara that, despite how much Lee bashes away at Gaara's body, he still manages to survive using his Sand Armor as a shield, all until Lee runs out of stamina. Neji could easily replicate the effects of that Sand Armor with his own Chakra Cloak, blocking Lee's attacks long enough until he runs out of steam, especially with Neji's Chakra Cloak being MUCH thicker than Gaara's Sand Armor. Tenten even states that Neji's Chakra Cloak is stronger than Gaara's Sand Armor.

Now, keep in mind that Gaara isn't even a taijutsu type, so his body is definitely less durable than Neji's when it comes to taking hits, and this is evident by Neji taking two clear-cut holes through his body, yet still managing to stay conscious and run some 50+ meters in a matter of 5 or so seconds. He also has a lower strength score then Neji, which would naturally include durability. As such, the fact that Gaara was able to take Lee's attacks while still being able to get back up and finish Lee off means Neji could do the same.
Neji could also potentially fight back against Lee, as he could channel his chakra through his bandages when he attempts the hidden lotus on him.
Given his reaction time in his fight against Kidomaru, its not impossible for him to land hits on Lee, even if they are not clean hits. As shown, despite Neji and Hinata being leagues apart in taijutsu, she was able to still land a hit on him, though granted, he wasn't serious at the time. That hit however barely scratched Neji, yet it was still said that even the smallest of grazes from the Gentle Fist can be deadly. As such, Neji wouldn't even need to land exact hits on Lee, just a few grazes and lucky shots here and there would be enough to cripple his already dying body, and given the speed of his 64 Palms, this would certainly be possible.
Not only that, but Neji could make sure to slow down and alter the trajectory and momentum of Lee's punches using chakra, just as he did against Kidomaru's arrows, arrows mind you that were fast and powerful enough to rip clean through his body, allowing him to have his hits land in less vulnerable areas or to have them miss completely altogether.

Plus, there's this, which seems to imply that Lee never truly surpassed Neji, given he dreams of beating him. I mean, if Kakashi can be on par with and/or above 7th Gate Gai, no reason for Neji to be the same with Lee.
If Kishi focuses on Bolt's Hyuga lineage, there's no reason for her not to. And given he got a power up from an Ootsutsuki, she may be more relevant than last time. Well, that's my hope. I'd love to see her and Hinata fighting side by side.
I was about to disagree here but then I forgot that both team member wasn't holding back; which mean Lee uses either 5 or 6 gate against Neji and somehow still lost to him??? Lee said he never once beat him which still boggles my mind how Kishi just glossed over that fight.
I hope we got atleast some flashback in the boruto series just like how the game did.
Something has to be said and done about the Hyuga; I can definitely bet Hanabi is the heiress of the clan since it's more than likely that Hinata is stuck at home doing chores and not to mention; she convert her own family name to being uzumaki.

That's likely a faulty translation. I mean, come one "Hyakugan" lol. I saw another translation that simply said she was a master of gentle fist and the Hyuga princess, so unless we can get a VIZ or japanese scan, we can't say for sure.

No, it says she stole the role of heroine from her time (Kishimoto thinks the heroine is whoever gets with the main character :lol). If there is a japanese scan that someone could translate, that would prove it, but there's no point in searching for something like that, since I'm certain Hinata isn't the clan leader 100%.
It hadn't happen in the manga yet. It was from their data book profile for Boruto Next Gen which contain some spoilers.
To answer your original question, no I don't think it has anything to do with Gentle Fist, since Nagato and Kakashi were able to learn those as well. Doubt anything Bolt will do will relate to it until he gets a Byakugan.

I seriously hated Hiashi when he used curse mark punishment on Neji. Too bad he still learned the technique on his own that Hiashi was so called protecting.
I don't want to triple post but in an interview Kishi said there will be a new character in Bolt manga which he is pretty excited about. I am not sure which interview he said it on but yeah.

If you actually observe Hinata's character in part 1, before she was turned into a trophy wife for the Savior of the World, her character was the same as Naruto (gaining acknowledgement) and Lee (becoming stronger despite many failures) and Choji (burden of being Clan's next leader & lack of self-confidence), all characters who got proper development, and what a shocker, all of who were male characters.
Thing is, Kishimoto loves telling rather than showing, a major flaw in his stories. We're just supposed to believe Naruto/Sasuke are best pals even though there's a VERY apparent lack of development. We're supposed to believe Choji/Karui love each other despite no panel time. We're supposed to believe Momoshiki and Kinshiki are bigger threats than Kaguya when they were taken out in a few minutes. We're supposed to just believe Sakura surpassed Tsunade despite no feats. We're supposed to just believe the Senju/Uzumaki are super-strong without any clan-wide feats. We're supposed to just believe Naruto achieved world peace despite no reason to even believe this. We're supposed to just believe the Seven Mist Swordsman are super amazing despite getting off-paneled.
That's the same treatment Kishimoto gave Hinata. He off-paneled her struggle to gain strength, independence, acknowledgement from her family and to become a proper leader (which she isn't atm because she's nothing short of a trophy wife) and just tells us to believe it happened. Even in the databook, he says nonsense like how Hinata and Neji love each other (which I don't deny), but it is done all off panel, he says nonsense like Hinata finally having overcome her weak self and become a strong shinobi, yet refuses to show those results on panel and simply expects us to believe she improved.
Like with Hinata, the clan was ignored despite how many plot lines were left to explore. We never see Neji and Hinata's bond developing (like with Shikamaru and Choji), we never learn what the "Secrets" of the Byakugan are, we never see the caste system being done away with, we have Yamato bring up the Cloud-Hyuga issue and Danzo deal with Ao's Byakugan rather than actual Hyugas, we have no Neji-Hizashi fight in the war, we never learn why Hiashi knows of their alien origins, we have no Neji-Hinata team work during the war (talking more than two panels), we have no Hiashi acknowledging Hinata's growth (which was one of the main points of her P1 character), and the Hyuga are constantly kept away from pretty much any real involvement with the Ootsutsuki.
And these are only considering canon issues with the Byakugan/Hyuga. Had there been a Byakugan-using MC, there would naturally have been more plot lines that would have been brought up, like maybe Orochimaru wanting the Byakugan alongside the Sharingan.
