What makes a jutsu S-class is more than just power, it is it's versatility, power, speed and how dangerous it is overall. Kirin is higher in speed, accuracy, pin-point power and it cannot be avoided...not by normal means anyway. However it's weakness is it's set-up time and the conditions required for it to be effective. Futon Rasen Shuriken is not as fast, the accuracy is dependent on the user and the chances of avoiding it are higher, it's power is high but not as high as Kirin, it is however versatile as by the right user it can be thrown, retrieved and thrown again, it does damaged to a wide area but the true power of this jutsu is the certain damage it will deal to an opponent once it hits...aside from the physical damage...it will utterly destroy the opponents chakra network. Remember though...despite Kirin being stronger FRS is still a wind based jutsu...

2-Rasenshuriken its dengerous because it sends an amount of miscroscopic needles, witch tsunade had categorized it as poison.

Both. Actually kirin is stronger. It was able to vaporize itachi akatsuki robe. He said so that if he didn't have the susano'o he would have a been a goner for sure.

Natural element > chakra imitation. A normal FRS won't come close, and Kirin has the benefit of the feat of obliterating Itachi's Susano'o and laying some damage on him to boot. (And you can't argue that it wasn't destroyed, otherwise he would've been 100% protected and therefore not covered in grazes, nor his cloak destroyed.)
