Because if the village knew she was, than surely they'd understand the 9-tails attack on the village was not a natural disaster caused by the increase of human malice around the world. Rather, they'd realize the Kyuubi was separated from the Jinchurinki somehow, most likely because Kushina was killed. At least that's what I'd expect they would assume.
The story that the Kyuubi came forth to attack because of an increase in human malice would directly imply the beast was free and not anchored in a jin. This would directly imply they believed the Kyuubi was free. So what's the deal? Were all the villagers ignorant to Kushina being the Jin? Certainly they weren't ignorant of Naruto being the Jinchurinki so that sounds unlikely. Not only Naruto, but since the time of the First hokage, it should have been well known the Kyuubi was sealed in succession, since Mito Uzumaki was the first.
