Ironically, you berate me for not providing a statement (which is a weak ass argument) yet you cannot provide me a statement within that exact moment that suggests that Raikage used his full speed like the situation you referred to. The only thing we have to go off of is deductive reasoning, context, and common sense.
The amplification process of his armor was blatantly shown, and that was when he charged at Minato. Not before, not after. Everything in the bold is irrelevant to the statement. I don't need a statement for Raikage using his full speed because it's apparent he was using his full speed. Is anything you are saying supported by the Manga? No. You can't show any evidence of this so called prep. Raikage activating his armor means his armor is active. Raikage amplifying his armor from level 1 to full power is visually a completely difference process as the Manga has shown.

What you do instead is present multiple premises or anything within the context of the situation that would indicate that Raikage didn't amplify his armor immediately. That is how Raikage goes either from Base or V1 to max power. That process requires no prep at all and is the same as the activation of any other cloak.
