He doesn't have the speed to avoid the Katon attack nor react in time to form Kaiten (if the distance is not great) as Kakashi had to go underground both times to evade it. Even then, Sasuke can use Fuma Shurikens and create ample distractions with shurikens and kunais to create an opening.
