As others have stated, Gai knew about the techniques. Clearly there was a source to the information, someone before his father Dai that created the techniques which were later banned from usage. So Gai clearly had time to study them from this original source, his father, or both.

As for Sharingan/ Rinnegan jutsu... its likely those techniques are learned the moment you unlock them. I think of it as instantly learning the name of your doujutsu abilities the moment you unlock MS/ Rinnegan etc.
