She did eat the soul fruit which means 1 of 2 things either the weather isn't fruit powered like Nami or she can also eat more than 1 fruit like BB and the one fruit thing was not completely accurate.

Dragon could still control weather with the ancient weapon if people are right or with a weather DF if BM doesn't somehow have that as well. We can't explain BM's power yet but it's still possible Dragon can control weather in some manner.
If you look at the panel, her hands are completely changed and said she can summon the power of zues and Prometheus. she dont have clima-tacts
You forgot the option that this weather control thing might be a result of the soul fruit. It wouldn't be the first time Oda would have given a specific DF an unusual ability that you normally wouldn't associate with it.
That's what I love about this chapter. The whole Dragon-can-control-the-weather thing has always annoyed me. Not that it's not possible, but at this point that theory has only circumstantial elements going for it, but people act like it's almost a fact. So if now Big Mum can control the weather to such a degree, that Dragon can do it too suddenly becomes less likely unless it's a non-DF related ability.
Because what Nami does is just applying science on a small scale. She can use lightning likewise, however what Enel can do with his lightning DF is in a league of its own. Nami pales in comparison. So when you expect that someone can manipulate the weather to an enormous degree, you don't expect there to be more than one person to be able to do it.
