I just thought of something also, Sasuke transported Madara and lost tomoe. Maybe transporting others is more demanding then himself so he saves energy by just switching himself more often then others.

Well maybe thats just me then. But that would explain why he doesnt do it often because in gaiden he was weakened from the portal jumping and in Boruto movie he transported everyone at once.

But it can easily be chalked up to bad writing and nerfs.
