You and me as readers realized the condition of the ship along with Luffy and rest of SH but not Usopp.
Usopp realized what was wrong with the ship. He didn't want to give up the ship because he was projecting his own feelings onto the boat. Just prior to that, the Franky Family beat him down, and he was feeling broken and useless. The reason he was so against giving up the Merry was because, like the Merry was, he thought he was useless to the crew. The crew deciding to throw the Merry away caused him to think that they would do the same to him once they realized how weak he was. It's not Usopp's fault you couldn't see past the trees.
Usopp believed he was fit to be a captain- he repeatedly tried to make the claim. He was not asking to be a V/C but that Luffy hand the ship over to him whether Luffy was permanently incapacitated or not.
Nope. He said ONCE that he would be captain, and Luffy shot it down. He then asked if he could be captain if anything happened to Luffy, and Luffy said sure. Other than, the only other time he called himself captain was when he was blatantly lying.
He still thought he was fit for voyage and he could keep it. He fought for it and was the owner when it sank. So it's on his head.
It's on the head of all of them. It was their collective voyage that destroyed the Merry.

Zoro has made snide comments about taking Luffy's position before. Also, I'm pretty sure threatening to kill Luffy is just as bad as eyeing his position.
Usopp left SH officially and still thought they would beg him to get back on Thousand Sunny. He might have started old BS again if that happened. Luffy clearly had said ok first time around just in a light good nature way to stop his pestering but even if you take it as a serious and binding promise- it doesn't stand anymore. Zoro made sure of that.

Who gives a shit? The point isn't that Usopp has it now, the point is that Usopp had it period while Zoro never did.
Luffy still got him on board and Zoro went furthest in saving him.
LOL what? Usopp has saved Luffy's life twice just as well as Zoro ever has. Do I need to link him motivating Luffy to stand up as well as the pages of him saving Luffy's life from Sugar?
