To anybody with eyes this is not a surprise but Sasuke's the glue that holds this manga together.
This is a fact confirmed by Kishi
Sasuke is tied to every main protagonist/villain's story and without him, there is no story. He's far more important than Naruto will ever be to his own manga and this all confirmed by Kishi. Let's evaluate this.
Naruto- His goal is to surpass/save Sasuke, so much so that his supposed "main" goal of becoming Hokage became nothing short of a sidequest until he saved Sasuke
Sakura- Goal was to make Sasuke her man/save Sasuke. Her goals were framed entirely around Sasuke.
Orochimaru- Goal was framed around Sasuke also, taking his body and overseeing his progress as a ninja. Naruto was an afterthought to the main villain of his time.
Obito- Naruto was again an afterthought in the eyes of another big villain, Sasuke was his main focus. To Obito, inside Naruto resided 1/9 of a power that was needed to accomplish bigger things. Nothing more. In fact, this all the entire Akatsuki's relationship was with Naruto. They didn't care about him per say, just the beast inside of him. Kurama could have had a different host and their attachment to him wouldn't exist, whereas Akatsuki were monitoring Sasuke since part 1 and Obito had vested interests in him.
Itachi- For obvious reasons, Itachi's story was tied more to Sasuke than Naruto.
Then we assess every arc that is related to Sasuke:
Land of waves- Naruto improves as a ninja because he's driven by Sasuke's superiority to him. Develops a one-sided rivalry with Sasuke
Chunin exams- All about Sakura and Naruto developing bonds with Sasuke. Meanwhile, Sasuke has his own thing going on in the form of Orochimaru, the sound nin, Gaara. Naruto and Sakura get their development from their ties with Sasuke, Sasuke's story progresses with or without them.
Sasuke retrieval arc- Again, all about Sasuke.
Early part 2 is all about retrieving Sasuke again. Mid part 2 is about Naruto acquiring skills to be able to retrieve Sasuke sucessfully. Meanwhile, Sasuke's development doesn't require Naruto, his mid part 2 goals are about aquiring power by killing Orochimaru to kill Itachi and then destroying the leaf after Itachi's death.
Late part 2 is still about Naruto "saving" Sasuke whereas Sasuke's development is again not heavily tied to Naruto.
Part 2 even ends with the conclusion of Sasuke's story, with Naruto acting as nothing but a sideshow in his own manga. Even the narration was handled by Sasuke.
