Here's how the naruto manga works:

Pick a character hype them up. Show them being beaten two scans after they were supposedly "formidable" or "unbeatable" let people get rustled. Pick a prodigy, hype them up, let people wank them, then nerf the character, and then let them be defeated by things regular characters could have avoided. In other words it's difficult to really pin down who could overly defeat who because of the thousands of plot holes that still haven't been answered.

It is a determining factor because Gai can't survive a puch like that withou dealing heavy damage.
