Sarada won't be daughter of all chakra in the literal sense but I think she will be in the metaphorical sense. She's a reference to Hindu goddess of knowledge and it was said Uchiha eyes were the key to achieving all knowledge in NV.
As the "goddess of knowledge" I believe she will have extensive knowledge of ninjutsu like Hiruzen and Kakashi, and because the theme of the manga is next generation surpassing the previous one she will likely also have the ability to copy all jutsu including KKG thanks to her MS. Being able to use all ninjutsu would indeed portray her as "goddess of chakra".
