Ignoring the fact that Nagato revived everyone afterwards, I'd say Nagato caused way more tragedy and chaos.

I mean, sure, Itachi had to kill his parents, friends, innocent Uchiha (including children) and all the others. But they were their own little society and no one else in the village really liked them. So their deaths were pretty much an Uchiha-only tragedy.

Nagato on the other hand, destroyed the entire village, killed hundreds if not thousands of people, everyone in the village was either dead or lost loved ones. And even while everyone was revived, they all kept a scar, caused by the pain they experienced. Can't say that about Itachi's case.
